MEMBERS OF WATER WELLS FIRST ASK ALL CHATHAM-KENT TAXPAYERS
TO JOIN IN FILING COMPLAINTS OF POTENTIAL CONFLICT OF INTEREST TO ONTARIO OMBUDSMAN OFFICE
At the Water Wells First Public Meeting held this past Tuesday, August 15th, 2017 at the Country View Golf club, members of Water Wells First were presented with email correspondence Councillor Joe Faas sent to Water Wells First member Jessica Brooks on Friday, August 4th, 2017 at 10:48 AM.
Councillor Faas in sending the email to Mrs Brooks released the email into the Public domain. Councillor Faas was at the Brooks residence to witness that morning the family had lost water for flushing toilets and running the kitchen sink. No well water was available for household needs.
When invited to go into the Brooks basement to see the plugged water filters from a sudden release of sediments and turbidity, Councillor Faas declined Mrs Brooks offer.
Jessica Brooks family was in the news lately as the 2nd family in Chatham Township to suffer an impact to their water well from nearby pile driving for the North Kent turbine foundation construction.
Mrs Brooks forwarded the email to Water Wells First spokesperson Kevin Jakubec who brought it to the attention of Water Wells First members. Nearly 200 attended the August 15th meeting.
The members were shocked and angered that Councillor Joe Faas and Councillor Leon Leclair did not show up at the meeting. Both North Kent Ward councillors were invited but did not attend nor did they contact Water Wells First to discuss or reply to questions that were emailed to them earlier that day on August 15th, 2017.
Members of Water Wells First were shown the Press release issued by Pattern Development employee Jody Law on Friday, August 4th, 2017 that stated the Brooks impacted well had ” no empirical evidence of an issue” and the water sample was ” visually clear”.
This Press release from Mr Jody Law was blatantly false. A Press conference at the Brooks home held earlier in the week attended by local Press showed the Brooks family had no well water for their home.
Both water filters were choked by a sudden increase in sediments shortly after pile driving behind their property. The water was not visibly clear. And the family triggered Condition G6 in the North Kent wind REA permit that required the immediate supply of water by a water tank provided by the Wind developer at no cost to the family.
Members of Water Wells First were then shown the story that ran Wednesday, August 9th, 2017 in the Chatham Daily News. The story’s picture shows a 2000 gallon water tank on a trailer arranged by Pattern Development employee Pat Murray that arrived at the Brooks home on Saturday, August 5th, 2017.
Mrs Brooks in the picture holds test results from water samples taken by the MOECC and baseline test results from an accredited lab taken by a hydro geologist following legal chain of custody requirements that prove beyond a doubt that the water suddenly jumped 30X in turbidity- cloudiness.
Members of Water Wells First were outraged that there was such a contradiction in facts to Pattern Development/Mr. Jody Law’s press statements.
Members demanded to know who would suggest issuing such a false Press statement to the community over an such an important issue that could potentially impact the community’s Public Health and Well being.
Who is responsible? The Answer was found in the email Councillor Faas released to Mrs. Brooks.
And the Answer is Shocking not only to Water Wells First members but to every tax payer in the Chatham-Kent Municipality!!!
In the email thread Councillor Faas released is a email from C-K Chief Legal Consul John Norton sent August 3rd, 2017 at 11:19 AM to Mayor Hope and Council.
Mr Norton wrote;
” I have now spoken to our contact below at Pattern and asked him to provide this information directly to our local media.”
Mr Norton refers to a prior email in the email thread from Pattern Development/ Mr Jody Law were Mr. Law makes the statements ” the sample was visually clear, no empirical evidence of an issue.”
The members of Water Wells First believe Mr Norton in directing Pattern Development to release a prejudicial Press statement that was clearly contradictory to the facts on the ground acted so with a potential conflict of interest.
In dealing with a potential Public health safety matter regarding Black Shale particles becoming contaminants in their well water supply; the members of Water Wells First have decided to file complaints with the Ontario Ombudsman’s Office and ask all Municipality tax payers to join in this complaint.
Water Wells First also demands Mr Norton and Mayor Hope immediately resign from their offices. The members ask for wide spread support from the Municipality in demanding these resignations.
To date, 5 well interference complaints have been reported to the MOECC all associated with nearby pile driving for the North Kent Wind foundation construction.
The rural community in North Kent are doubtful Mayor Hope has proved to be effective in protecting the Health and Well being of North Kent well owners.
Mayor Hope was invited to the Water Wells First Public meeting but did not attend. The Mayor was invited to explain why he did not release to Water Wells First or to the general public the letter he received from MOECC Minister Glen Murray he received on May 18th, 2017.
MOECC Minister Glen wrote to Mayor Hope;
” The measurement of turbidity is a key test of water quality because it captures the potential impact that a vibration from a wind turbine could have on a water well. The Ministry is aware that some residents are concerned that wind turbine vibration may shake sediment loose in a water well. These particles could have a chemical make-up of heavy metals that are naturally occurring in the area; however, any existing heavy metals in the rock particles do not dissolve with vibration.”
The MOECC test results Mrs Brooks has proved beyond any shadow of a doubt Minister Glen Murray’s statements to Mayor Hope on May 18th. Vibration releases sediments into well water.
Mrs Brooks has accredited laboratory test results that prove her well water suddenly jumped 30X in turbidity with a vibration source nearby- North Kent Wind pile driving.
Because Mayor Hope did not share this important Public safety information with the members of Water Wells First or the general public , the members overwhelmingly decided to file complaints of a potential Conflict of Interest with the Ontario Ombudsman Office against Mayor Hope and demand Mayor Hope immediately resign from the Mayor’s office.
Water Wells First asks the taxpayers of the Municipality to join in filing this complaint and join in demanding Mayor Hope’s immediate resignation.
Letter Mayor Hope wrote to MOECC Minister Glen Murray on April 20th, 2017.
